Standard home insurance isn’t available. Know when the FAIR Plan becomes an option.
The Colorado FAIR Plan is limited last-resort property coverage—not a replacement for a standard homeowners policy. Eligibility starts with being unable to obtain standard-market coverage and currently requires proof of three insurer declinations plus a licensed, FAIR Plan-registered agent.

The key consumer mistake is comparing only whether a policy exists. The FAIR Plan's residential product is deliberately more limited than standard homeowners coverage, so limits, covered perils and settlement basis matter.
Explore standard insurance first
The FAIR Plan itself says it is intended for properties that cannot find coverage elsewhere, not as a substitute for standard insurance.
Basic property protection
Residential coverage is limited and differs materially from a traditional homeowners policy. Review the actual product with a registered agent.
Actual Cash Value
Current FAIR Plan residential coverage is ACV, not replacement-cost coverage. Depreciation therefore matters to the protection provided.
$750,000 residential maximum
The current combined maximum for residential property and contents is $750,000. That may not equal a home's full replacement-cost exposure.
Limited coverage means read beyond the premium.
The Colorado FAIR Plan currently describes essential protection including fire, lightning and smoke, with certain limited extended coverages available for purchase. Its consumer materials also note that supplemental Difference in Conditions products may be available through the market.
HAVRYO should therefore compare the protection gap—not merely route every declined homeowner directly to the FAIR Plan.
Three standard-market declinations
Current official eligibility materials require proof that three different insurance companies declined the property.
Agent channel only
Coverage is purchased through a licensed insurance agent or broker registered with the Colorado FAIR Plan.
Residential inspection is required
Current FAIR Plan materials require an inspection before issuance; the standard process is a virtual self-guided property inspection.
